Saildrive seacock stuck

My Yanmar SD50 saildrive throughhulls are stuck. They are the screw down type. I am only able to screw them down part way.
I can’t reach them from below because they are inside the saildrive housing.
Any ideas of what I can do to get them to close all the way again Without hauling out?

I poured vinegar into the raw water filter down the intake side and let it sit for a few days. Now I can close them
