Rev Counter Fault

hi got a rev counter fault on my hardy 24 it's fitted with a volvo penta D41L-A 1998 model when the ignition is switched on the rev counter needle goes all the way round the clock off scale when the engine starts the needle falls back to zero then goes all the way round the clock and off scale again and stays there anyone got an idea what the fault is

Not familiar with that model of Volvo, but is the tach driven off of the alternator, or off of a pulse counter somewhere on the engine?
