I pulled the engine on a boat that had suffered from a minor case of alternatorflameritis, compounded by a case of foaminsulationburnerus. The flame sheilded filter bowl had melted. The flame shield was intact.

Neither the CFR's, Canada Shipping Act or ABYC standards refer to "Heat shields" in any way.
Below is the standard comment I make in my surveys in this regard. Note that all referenced standards refer to pleasure craft.

"Canada Shipping Act – TP1332E 7.7.1 and the US Code of Federal Regulations Title 33 183.590 requires every fuel filter or strainer shall meet the fire resistance requirements for fuel systems set forth in ABYC Standards for Small Craft H-24.5.7 unless the filter or strainer is inside the fuel tank".

None of the Racors with plastic bowls and without heat shields meet this requirement.

General

§ 183.501 Applicability.

Edit: I see I spend too much time with my posts, I have repeated Chief's post.

Clarification .....

CFR's refer only to gasoline engines.

ABYC H-33, Diesel Fuel systems 33.5.6 requires " all individual components of the fuel distribution system, as installed in the boat, shall be capable of withstanding a 2 1/2" minute exposure to free burning fuel (N-Heptane), or No.2 diesel fuel without leakage, when tested in accordance with Title 33 CFR, Section 183.590, Fire Test.

My correspondence with Racor indicates that none of their plastic bowl filters without heat shields have ever been tested to this standard, therefore do not meet ABYC Standards or Transport Canada TP1332E Standards for placement in compartments containing diesel engines or fuel tanks.

My ABYC Standards Certification course is coming up in two weeks, I'll raise the issue again. I have had this discussion with Transport Canada Department of Marine Safey and they agree with my position. Eight of their investigators will be attending the same course here at Port Credit Yacht Club ( where I live on my boat).

ABYC wants $25.00 for their book of standards. You would think they would have it in the public domain

CFR 33 Subpart J refers to Gasoline Engines only.

If the Racor Turbine Series Filters with heat shields are not approved, why are they sold with the "MA" designation?

I think your $25.00 price for the standards is little out of date. You must be an ABYC member to purchase them. I think this years invoice (membership at latest issue of standards) was $500.00 (converted to Canadian).

Like NFPA, ABYC is a business, though not for profit businesses.
