I think you have hit the nail on the head.

Thats the info I think I need.
I will study up and have a go at it tomorrow.

Any thoughts on why it may have been turned down so low?

Can't say. But there is a sping in the top screw.Maybe its missing when bleeding the engine they say to back it off to get air out of the system.Also the wheel on your govemor has to be in the right position to get the full turn. If it idles right I would check the wheel first.The threads on the fast idle are very fine don't cross thread them.

Sorry the more info the better. We all thought you were working on the 4-108.

Is the prop fouled? My westebeke will not reach max rpm with a fouled prop.

Thanks for all the good advice.
We have a 4 cylinder model series 100, 104.22.
Unfortunately we were not able to get a service manual for it and after talking to a marine mechanic, we chickened out. The mechanic is going to diagnose the problem when I am back from work.
Your help has been much appreciated and I will post the verdict when I find out.

Cable is fine, the lever moves smoothly but stops or bumps against something inside before it can get anywhere near the adjustable bolt which is suposed to limit the revs.
ie. Same problem if the cable is connected and when the cable is disonnected.
What can you tell me about the solanoid?

If the injector pump uses a cable or solenoid to return the rack to the zero fuel position then these could be sticking/seized. Later models use a solenoid to simply shut off the fuel supply. Can you attach a pic of the pump?

I have searched & searched for a Manual or photo on the net with no luck.
I will have to take some pics when back at the boat on 20th Jan.
In the meantime The Motor is A Perkins series 100, 104.22 DIN KR30332U-907649C.
Does anybody know wher I can get a workshop manual for this model?

If you use the key to stop the engine, try removing the stop solenoid and see if the problem goes away. If you use a cable to stop then disconnect and make sure the lever at the pump is moving. Either way, make sure the stop lever is not binding.

The manual stop lever apears to move freely from memory, does it have any effect on the revs?
Also, managed to find an actual pic.
