Perkins 4154 bleeding problem

I was wondering is someone could help me out. This is my first time owning a diesel engine and supposedly it ran when it was put into storage. I have replaced the fuel and the filters but am having a heck of a time trying to bleed it. I have pressure from the lift pup to the filter assembly, the filter fills up but I can't get anything out the outlet to the injector pump. I was also wondering if the return line from the top of the injectors was supposed to be pressurized? Could something be hooked up wrong?
