I have a broken stainless bolt stuck into my
diesel's block at the bottom of the water
circulating pump. It has 5 bolt holes, so I have
mounted the pump with just 4 of the bolts.
We tried heat and PB blaster to no avail.
The 4 bolts seem to be enough for now.
If the bolt is sticking out any, you may can get it with a pair of vise grips, and I have cut a slot in one, even if slightly recessed with a dremel and used a screwdriver.
If that fails, either live with four or remove the whole thing and drill out the bolt, often drilling a hole thru the depth
of the bolt relieves the pressure and you can get it out
