Max Prop on Yanmar 3hm35F

I have a new to me Max prop driven by a Yanmar 3HM35F on a C&C 41. Manual says the engine should run at around 3000 rpm but it achieves around 7.5 knots at 2200 and overheats above that. I am thinking it is over pitched? How do I fix this?
