Locating Decompression Lever on Universal 5424

We have a Bristol 35.5 that we bought last spring. We've always had gas engines. Now we have diesel and love it (24 hp). Cold weather here in the middle Chesapeake is making it hard to start. Owners Manual says to raise the Decompression Lever, but gives no detail where to find it. Can anyone help?

if it was equipped with one. It will protrude from the valve cover.
