Engine "steamy" type noise and consuming coolant

Do you have a water heater that receives engine coolant to heat the water in the tank. Is so,perhaps a hose leading to the hot water tank is leaking into the bilge.
I have seen that before.

engine access is not an issue. No water heater plumbed. My gut tells me to look at the exhaust manifold. Engine runs great just uses coolant at cruise rpm.
