Our emergency bilge pump
is belted onto the engine
with an electric clutch

I tried to use it a few days ago and it squeals super loud. It also didn't appear to work, but maybe that's because I had the (very complicated) bilge
selection valves setup wrong.
I assumed the impeller was busted, but just checked it and it is fine. I confirmed it spins by engaging the clutch
for half an instant with the cover plate off. The cover plate has a generous amount of salty bronze crud build up, which I am cleaning
off now with a vinegar soak.
What's the most likely cause of this noise
