Clear Gel in bilge

I recently discovered a gel like skin on the seawater in my bilge compartment. It was about 1/8th inch thick and yellow in colour and floated on the bilge water and coated the tank sides. No apparent smell and not greasy to the touch. Is this likely diesel, coolant or ?? I've cleaned it up but would like to know the source should it reappear.

My guess is an algae, maybe bacteria or similar form of “life”
Algae I’d assume requires light, but don’t think bacteria does, and I believe there is bacterial slime, sometimes inside of water tanks.
If I’m right, just a little bleach when you clean it out will do the job

I changed the title to Read Gel, I assume that is what was meant and autocorrect did it’s thing to you

Thanks. The algae/pond scum may be the solution. Will try the bleach suggestion. And yes, autocomplete changed my gel to hell. Thanks for correcting.
