BMC 3.4L Diesel overheating

Hoping to hear from others who might have had and or solved overheating problems in a BMC 3.4L diesel. It belongs to a friend, he has asked my input.
I suspect fresh water circuit blockage, based on the fact that the engine overheats while the copious exhaust water remains cold. There is a new heat exchanger fitted. Another possibility is an eroded circ pump impeller.
Any thoughts? I don't want to re-invent the wheel.
