If its not a fuel problem or filter problem at this point i would borrow a light tack and see if the Tachometer is working correctly. Your other option is to take the boat out and see if you can make hull speed, but at a lower RPM than usual. I dont know how your tack works, but mine is off the fly wheel with small magnets. Sometimes it needs to be adjusted. If the tack is working fine then I would look into your exhaust and see if its carboned up. As the back pressure increases you'll lose power. This can happen with extended battery charging.

There are all sorts of contaminents in old engine oil that will settle to the bottom of the sump and any low spots in the galleys. Running the engine til' its warm will put those contaminents in suspension and allow them to be pumped out with the oil. The oil will also flow faster when warm.

Warm oil, I'll answer, if oil is cold the additional friction in the suction pipe makes it to difficult to draw the oil up the suction head.
Having said that transmission oil is pretty skinny, and your suction pump is not too far away from the liquid surface, if your pump is tight you shouldn't have too many problems. In short, to maximize your chances, largest dia OD pipe that will go down the fill tube, absolute no air leaks, some warmth will help.
Basic stuff but check contaminants in the oil, by not using the drain plug there may be a magnet in there that should be monitored, (gear teeth should not wear).

You're getting lots of good advice. The backpressure from the exhaust system could be the culprit as was suggested. Are you getting good exhaust flow with a good amount of cooling water out the exhaust?
I don't know your engine but 2200 rpm sounds low even if you got it to that speed. What is the rated rpm for hp on your engine? On my fuel injection pump there is a fuel stop lever, and a throttle lever. There is an idle stop and a full throttle stop on the throttle lever. The idle stop and the full throttle stop are adjustable on mine. Is yours adjustable like that?
When you took your throttle control cable off to test it and then used the throttle control lever on the injection pump were you able to move it from idle stop to full throttle stop? I am assuming that you took the throttle control cable completely off at the fuel injection pump end to do this test. If not then the cable might have limited that test.

Take Uncle Bobs offer of assistance, you are not a gear head as we can see. Hopefully with Uncle Bob's help and explanations you will have a better understanding of how to do minor work on your engine and solve you low reving engine. Throw a lot of shrimp on the barbie and have a LOT of cold beer as a reward....

I was not able to get one fuel filter. Looks like I will have to drive to Blacktown to get It. Here is a pic of almost everything i will need.
