If you can get it running with half choke, it is definitely a fuel blockage.

Suck out an inch of gas from the tank.

Probably phase separated and the stuff on the bottom won't burn.

Happened to me after storing gas 2 months.

The clue was that it didn't make a rainbow when it dripped in the water from the bowl drain.

Does it run any better when you partially "choke" it? If so, it's a partially clogged main jet. I have found little bits of a fabric strand type material in there. Look very carefully, it is sometimes very difficult to see. Clean it out with a fine piece of wire and it should be ok.
Some of those Yamaha 2 strokes have similar problems.
To keep it clean, get a longer piece of fuel hose, add one of those in-line filters, and zip tie it somewhere externally where it won't get in the way.

I had a similar problem on a different make outboard. It turned out to be sticky reed valves--engine had not been run for a couple of years--and most I could get was a feeble half-assed puttering. Tried everything obvious--then took out reed valves, cleaned and replaced. Bingo!!

if that does not do it--you may have a faulty coil in the ignition or a dud capacitor if they still use them in modern ignition systems.

put new plugs in didnt help. Carb been clean. key is in fuel air valve in cap open.

When i had it started if I gave it gas directly using the carb throttle and not the hand throttle engine seemed to rev and run as it should but if the timing part moved when I used the throttle handle engine died immediately.

now cant seem to start at all

Check inside of fuel line at all the ends. Ethanol Approved fuel line often has a thin liner that collapses over time Especially if not cut properly also did you check your fuel pump diaphragm,?

Something's up with the ignition. (my guess)
He says it revved normally if he manually opened the carburetor, but when he used the hand throttle which of course advances ignition with throttle, it wouldn't run. I'd look for the obvious loose / chafed wires, then start asking around for a good mechanic if you don't find anything obvious

Cleaning the carb on the Tohatsus 2-cycles is not that straight forward. I've had issues on my 9.8 a few times, always related to old/bad fuel. I've "cleaned"the carb and put new fuel in and had poor success. Then I pulled the carb jets and I use a whittled down tooth pick to clear the jets. This has worked for me.

I had a similar issue, check the fuel use only fuel that is 93 octane plus and if it is old fuel, mix it with some 98 octane.
Also never use ethanol or "green fuel" it absorbs moisture and destroys rubber seals.
I drained my fuel tank , bled the carburettor, cleaned the plugs and check the gap, with the plugs out turn it over a couple of times. Replace the plugs, prime the carburettor, throttle open and she should start

Yes I have tried different fuel, hoses etc... Like I said it reved fine if throttled directly at the carb. Only when timing was turned it dies. Its no longer starting at all and I also do not see any spark at all from the plugs. Last time I checked was at least a little something.

Try checking the end of the suction (or supply tube) in the tank. Mine had a filter at the end which was plugged with a gel substance, presumably associated with the oil in the premix

no spark = ignition problem

could be as simple as kill switch, but if your tired of playing with the thing, this may be the time to find a mechanic
