Yes, Chris you are correct. The map that you linked is for treated sewage release from "Declared Ships" ie charter boats, however the map and regulations for other vessels are identical.

The Grade 3 treated sewage from your Saniloo treatment system may be discharged within half a nautical mile of land provided that it is not within that distance of reef, oyster leases, people in water, etc. (or specifically prohibited areas.)

I don't agree that it is a good idea or ethical behaviour to discharge your Saniloo product in Hills Inlet, Cid Harbour or many other places that Queensland law permits, however! Our poo laws are a crock (holding tank?) of sh t (sewage,treated or not).

I'm not suggesting its a good idea either and was quite surprised at the maps.That is why I posted as thought I could be misreading them.Agree regs are crap.
