under the new law it is also proposed that as an eco friendly alternative to composites,"fibergrass" can be used in the construction,the resin and fibers can easily be grown by home builders....

I think we are getting off track. In SE Florida the only requirement for buying a boat is the size of your checkbook. In certain areas it seems that intelligence and skill are inversely proportionate to their bank account. Hence, present company excepted, there are a lot op people out there that don't know what they are doing, just spend an afternoon at a marina watching them trying to dock or pick up a mooring. Current PC dictates that we can't fault them therefore we blame the inanimate object and lower the rules down to the lowest common denominator. Natural selection and genetic cleansing would solve the problem. The bad boats would sink and the bad sailors would drown there by improving the gene pool. Calm offshore is 10-15 kts with 4-6 ft seas, that keeps most of them on the ICW and out of the way.

What will be next , NZ dose not allow NZ vessels to clear out unless they are Cat 1 cert. They tried to include all visiting yachts, but this didn't work out.

This is not about the vessels this is about controlling the weather. Now a Presidential committee will be appointed under the guise of climate change and public safety and after spending millions of dollars they will find that sailing is dangerous, wet and expensive.
