When we use jacklines, we attach them to an articulated Wichard D-ring that is through bolted to the deck and underlying chainplate. The fitting is inset a few inches from the edge of the deck, and is about a meter from the stern. The Wichard-D ring is a lifting point for hauling Exit Only out of the water, and the ring has a breaking strength of over 11,000 lbs. It is definitely up to the task as an anchor point for a jackline.

Or aft cleat. Make sure you have jacklines all the way to the jib/anchor area.

On our St. Francis, the jacklines are run from very substantial padeyes (with rather large backing plates), just outside of the cockpit combing up to a couple more attached to the crossbeam a few feet from the anchor roller.

I can hook up while still in the cockpit (where there are other attachment points) and get to all the necessaries, while my tether's length is such that I'll still stay on deck if I should loose my footing or get thrown. The only way I can go off the boat is over the bow. When up there, and conditions are rough, I'm on my hands and knees, anyway!
