I wouldn’t put too much stock in that chart. Very limited selection of boats, not rigged the same, sailed by the same crew, and in the ARC all the boats have different agendas; it’s only a “race” for a few boats.

For a fast cruising boat go to PHRF ratings for any boat you are contemplating. Then go to the boat's owner forum.
For my last boat, which is now sold, I wanted it to be fast and less than 5' draft for cruising the Inter Coastal and the Bahamas. I found a Hunter 40.5 this way and found it very comfortable and fast. (fast sailing at anchor too- unfortunately.) I did't search mast height and the Hunter's mast height including VHF and lights was 65' and I had problems with a few bridges. I still recommend the Hunter 40.5; but, it is more than 5 years old.
