This looks like a real can of worms to me. Personally, I think you are better off starting from scratch because at least you know what you've got. Or at least with something that is currently functional. How does the top rot out without damage to the bottom?
It took me 2 solid years to build my F9A and the easiest part surprisingly was building the hulls. With the pictured boat, you have no idea what is salvagable until you get in to it.
