Vivacity 24 Hull ID Issues

When attempting to transfer over the title on my Vivacity, the state kicked it back, saying that the previous title only listed an 11 digit hull ID, and it should be 12. So I am supposed to take a photo or rubbing of the hull ID.
Now, I'm new to this, so there could be something that I am missing, but I can't find even one digit, let alone 11. Anyone know A) if a 1971 Vivacity 24 even has a hull ID? B) if so, where is it located? I know that on newer boats the manufacturer will often place a second hull ID in an inaccessible location to prevent its removal if stolen, etc., but this boat isn't very big and I have looked everywhere I can think of to look.

A 1971 model may well not have a HIN.

All boats manufactured or imported on or after November 1, 1972 must bear a 12 character Hull Identification Number (HIN).

The primary HIN must be permanently affixed (so that it can be seen from outside the boat) to the starboard side of the transom within two inches of the top of the transom, gunwale, or hull/deck joint, whichever is lowest.

On boats without transoms or on boats on which it would be impractical to the transom, the HIN must be affixed to the starboard outboard side of the hull, aft within one foot of the stern and within two inches of the top of hull side, gunwale, or hull/deck joint, whichever is lowest.

Boats manufactured or imported on or after August 1, 1984, also have a duplicate secondary HIN affixed somewhere on an unexposed location inside the boat or beneath a fitting or item of hardware.

The bureaucratic entity was quite willing to accept that there was no hull ID, and a new title was issued. I also learned that there is absolutely no indication of the manufacturer's name, a model number or any other identifying information on this boat. From what I have heard, that might make it a popular boat to leave derelict in Florida.

I am pretty sure that Russel Marine did not put ANY I.D. on their boats our first sail boat was a V24 fin keel model 1971 YOM certainly was no boat I.D. info on the new build invoice.
