Is 35 - 45 knots "Stormy" conditions?

Technically its a Gale but I'd consider it "stormy" even though a storm doesn't technically start until it's another 10 knots more windy. That's just a personal opinion though.

Re: Testament to the Seaworthiness of Catalina's

We had 4 days of 35-45 knots (up to 48 kts) going to Vanuatu. I didn't consider it a storm. A bit uncomfortable, and a PITA, but not a storm.
