I think there is a pretty good consensus formed in this thread. It says 1. Treat this ad with caution, 2. inspect it your self and decide whether you want to proceed to a survey

Unsaid, but look at the market for other options, perhaps through a broker. be aware that there are a lot of boats out there in poor condition, particularly since 2008, and that yards are littered with projects that the owner could not complete and abandoned. Sad to say, but $9,000 boats can be very expensive.
