A Kadey Krogen 38 would be a nice gunkholer. Be careful though because they come in fixed keel
versions of 5' draft along with the 3'3"/6'8" tadem centerboard
design that AnsleyS
mentions. They have unique features like an athwartship pilot berth aft and flush deck

, we usually put shoal draft at less than 6'. With less than 5' draft, you can go pretty much anywhere, so I am not sure if you need to limit yourself to 3' draft. I would expect you will take too much a hit in performance for a 36' cutter with such little draft. More commonly, you are looking at something like the 4'6" draft of a Caliber 35. You could go real small like a 24' Sea Forth with a draft of 2'6".
It is hard to recommend designs without more specifics about what you are looking for.
