Morgan 41 hydraulic steering pressure?

The survey on my Morgan 41 noted that the steering pressure is 14 pci, and manual showed that should be 20 pci. Also, noticed some accumulation of fluid under rudder tiller arm. How dangerous is this situation, how low is TOO low?
