Mid-90s Catalina / Morgan 45 CC Question

In my quest for my new boat I have considered the Catalina/Morgan 45 CC. We realy like the size and the layout.
While my boat was getting hauled out for survey, a one of these boat came in to have the mast removed. I noticed the Starboard Stearn hatch was glassed close.
He told me that it was a design flaw in the boat. He tried every type of gasket and seal he could find to stop water intrusion.
My logical thought was, doesn't the water just drain out?
He said it is constantly clogging up and over flows into the cabin. He even went as far as had the hose enlarged. With no luck, so he glassed it closed.

Does anybody else have any experience with this problem on these boats?

I am not a big fan of opening cockpit hatches. If you forget to lock it down and take a knockdown the interior is open to flooding. The J24's are a perfect example of this problem. Look at the new Passport 46 and you'll see a large hatch of this type. It would be off my list for that reason.

I have a 1995 Morgan 45CC.
Please expand on the hatches you describe.
Is it the, "cockpit", starboard hatch? If so this on my boat is about 2" deep... not much good for anything.
Is it the two aft, port and starboard deck hatches. The port one is a general locker and drains down into the stern/step locker and then drains out. The starboard locker houses two gas cylinders and drains out into the stern/step locker too.
The drains of these two lockers can occasionally get blocked but its and easy procedure to unblock them simply by using a plumbers wire drain unblocker.
Is this one of these 3 lockers or am I missing sometihng here?
