Lewmar Ocean Hatch Lever Repair

Has anyone done a repair to the lever of a Lewmar Ocean Hatch while the frame remained in place?

The rivet heads holding on the two parts of the hinge for the lever corroded off leaving just the studs of the rivet.

My plan was to file these down, start a small tap hole in the end, then carefully drill out the rest of the old rivets making the holes the same size as the replacement rivets. I was then going to very gradually create a space on the other side of the hole for the rivet to seat itself. All done while the frame is still in place. Then just pop rivet the new hinges with the rivets that comes with the kit.

Has anyone done anything like this before? Any problems with this? Any alternatives to pulling the frame (which I would like to avoid)?

Any suggestions welcome.
