Large horn cleats INSIDE stern locker?

In my cabo rico 38 there are a pair of large horn cleats located inside the stern locker. There are no obvious means of leading a line out of the stern locker, assuming they were meant for towing.

They don't appear like they are meant to store lines or anything.

Any hints on what these were meant for?

Do they look like you could hang a Danforth type anchor on them? Stern anchor?

No, does not look like they are for anchors. They are not well placed enough to be used for hanging lines either.

They may have been installed for securing specific heavy objects like scuba tanks.

I seem to remember a couple of wooden cleats in our CR38 at that location. I always assumed they were for hanging dock lines etc. Not for tying off anything. I don't think they're thru-bolted. Not sure how they're attached actually.

Add a scupper with flap and it could be handy as a fair weather stern anchor bit.

The previous owner says she used them for hanging bags for dinghy stuff but besides that she doesn't know what they were intended for.
