Johnson Sailmaster 4 HP Water Line ?

Hello! Can anyone tell me how low the water line can be on the Johnson 4 HP Sailmaster? I have a new sailboat and it sits pretty high in the water. I want to make sure that it can suck in some water and is not too high. The water comes up past the first horizontal plate but not to the second one. It covers the prop. If not high enough maybe I need to carry more weight in the boat. Thanks!
