Help identify this small mysterious part found near motor?

Hello,
I'm currently cruising in Maine on a friend's boat and he just found a mysterious metal part under his otherwise very clean motor, a 2010 Kubota 37hp 4cylinder (marinized by Phaysor). It appears to be the something you might turn with your fingers like an adjustment screw, but it has a hole all through it like a valve of some sort, it seems to have the same metallic paint as the motor, a symbol that looks like if light be Japanese, and it's a such a soft/cheap metal that can be dented with my fingernail. It's totally baffling where this came from since the motor is still running great and we can find no visible place this might have broken off of, but it's causing some minor anxiety. Lead seal from a safety wire, I bet off the fuel injection pump.

Yes it looks like the keeper wire on a governor or something that they don't want you to mess with. Hard to tell for sure.

Sure looks like a lead seal to me, the kind you see on fuel controls etc., usually has thin wire that runs through it.

Probably removed at some time when work was being done. They may or may not have put on a new seal.
