That is not unusual, many boats I have sailed (performance boats, mostly) need a first reef at 18 true. We usually skip the first reef and go straight to the second reef, which gives us a pretty big wind range before reefing again.

After the third reef we drop the jib.

Never had to go farther than that.

Ha! Yes, around here I'll go from full main to second reef, or even no main and jib only (reaching)! We have a slot here they call windy lane and it not uncommonly jumps from 10-15 to 25-30 in about a mile! And since the "lane" is typically only about 7 or 8 miles wide, or less, it can be SO tempting to just procrastinate.... but it only takes once to learn the trouble one can bring upon oneself when one gives in to temptation...
