Don't know if one exists ?

Does anyone know of a heavy displacement, full keel, cutter rig older boat about 45' with a sugar scoop transom ??? Looking for a good solid go anywhere that's easy to Dive off ??

I have seen a sugar scoop retrofitted to a boat with a bit of a reverse transom. It was made to simply bolt on. No reason you couldn't have one built for almost any design of boat. Depends how badly you want that feature.

I agree with Benz. Sugar scoops and swim platforms are pretty easy additions, and can be done to complement the boat's lines and be really beautyful.

I know there's got to be some designs that would work, but adding a sugerscoop to most of the boats of the OP's description that I can think of are things like canoe stern, or stern's with overhangs so they're a foot or 2 above the water to start with and then you add a sugarscoop following the lines even farther off the water.

Seem to remember Hiscock's Wanderer had the transom in the water, but you'll have to leave a cutout for the transom hung rudder.
