Sea trial it, then nicely use the fact that it needs bottom paint to negotiate the price.
If you paint it, and I were the seller then I wouldn't budge on price as you would be out the cost of a bottom job if you leave.
But as was already posted likely that the yard will pull for free if they get the work.
I would be vary of buying on the hard as its my understanding you cant tell if there are blisters or not, smaller one disappear after drying out, but of course come back after being in the water for awhile?
