Phuket and Langkawi

Hi all

Thinking of taking a charter between Phuket and Langkawi end November / beginning December. Anyone know whether the winds are reasonable at that time of the year? Been before years ago and the winds were too light for a decent cruise. Also which direction, North to South or vice versa?

I can't find anything about regulations when moving between Malaysia and Thailand - anyone know about this?
