Not too many sails in Green Season?

We recently vacationed in Au Nang, Thailand recently. A friend of ours told us to keep our eyes out for sailboats while we were there. We did some island touring (Poda, Tup, etc) and snorkeling (Phi Phi islands), but we actually saw only 2 catamarans the whole time.
Green season is rain and storms. Is this a very bad time for sailboats? Do sailors generally avoid the Andaman Sea at this time? We did see a few, how do they handle the unpredictable weather?
