Yes, you'll do best posting in another place. This tech support area is mostly for computer activities related to using the forum. I think you should post your question in the forum titled, "Rules of the Road, Regulations & Red Tape".

Go to Marine Office on the waterfront (where they launch all the speedboats and next to the uncompleted marina) They should be able to help .
