Most secure long term anchorage in Taiwan

In reference to the current Taiwan ports of entry (Anping, Hualien, Kaohsiung, Keelung, Ken-ting, Suao, Taichung) which would offer the most secure location to leave a vessel anchored/moored long term (not at a marina)?

I see you getting more answers so suggest using logic. Pick the perils that you want to be most safe from. Is it typhoons, tsunami, theft, or being rammed by fishing boats. Zoom in using Google Earth on each location and pick your location.
Assume zero moorings and be sure your ground tackle is freshly galvanized, sized properly, and estimate how long is long then multiply by three. Likely you should find dive shop operation to dive your boat every 4 months. Anode so?

I am employing about a 200 kilo kellet system to reduce load on chain and anchor. It is simply two fifty five gallon drums filled with gravel. Here there is a direct hit by typhoon just around 1 per 10 years. Taiwan has far more typhoons than Palawan.
