Wind Vane Positioning

Does anyone know if a windvane; in this case a Narvik, pendulum-type, has to be mounted on the CL of the vessel?

It matters when the boat heals over. It has to keep the pendulum far enough in the water to power the tiller/wheel.

You can put on a longer tube but on the opposite tack it may over power the tiller, over steering. One tack would have a finer adjustment to maintain.

Slightly off center may not be noticeable.
