No - same as we shouldn't chuck out everything else in every museum in the world.

But that's a slightly different situation to divers taking personal souvenirs off wrecks.

Depends. Part of a known wreck or just lying on the ocean floor?

First case - Leave it. Whether it's a gold coin or a brass button is irrelevant. Moral judgement should not alter based on monetary value. (It just makes it a bit harder to do the right thing )

Second case - Take it. Record the position and report the find to relevant authority.

Shows how incorrect I can be. After my first guess, I thought they might be old razors, but the weight does not fit. Right now, I am vacillating between post #13 & #14.

First of all I believe what you have found is the beginning of you own personal research project. Enlist the help of local museums, libraries, etc. and document any findings. This could be some interesting history or just a local dump where everyone tossed their trash.

With the thousands of metal detectors sold and used for finding treasure, I wouldn't condemn anyone that found an interesting article. Battlefields, shorelines, or underwater have at it. I like reading the snippets of fishermen pulling in their nets and finding an old cannon ball or the like and discovering the exploits past mariners from our early history.

With your talent and desire I'd say go for it. This may be a small chapter of our history.

Without doubt the best thing that happened to uk law was the new treasure finding laws . This encouraged people to declare all finds and if they were declared valuable and wanted by the museum or govenernment ect . They have to give you full market value . Rather then the old days where they could just take it off you . Making people not bother declaring it or liing about when / when it was found . Now with full dislososure encouraged with no fear of losing the finds , these finds , locations , are revealing so much more about the history of the U.K. .
But these were definitely barrel taps that I can find again if needed .
Hopefully with some treasure

The OP was asking if anyone knew what the items were not what to do with them. While some played along and tried to guess what they were others decided to question the morality of the OP. I wish I was as perfect as some of you.

Weighing in on the archaeological concern of this post.

History belongs to everyone. Disturbing a site and/or removing artifacts compromises anything that can be learned. (Land or Sea) Once a site is disturbed there is no longer any context. I would hope the diver reported the find and was given a go ahead before removing anything.
