Not sure about on the phone but have a goat this:

it covers all the world and is free we have used this site for 10 years now and find the info very good and prety accurate

I use it every day. It's free. It's basically GRIB data in an easy to read, compact format, so it's based on global weather models and doesn't offer any human interpretation of the results. For that reason, it's best used with a few other sources of human forecasts.

I've been using Wind Guru for four years now. You choose the buoy location nearest to you. It's been as good or better than anything else I have seen, and it's free.

I used to be a fan of Windfinder but after comparing with the Norwegian site yr.no - Været for Norge og verden fra Meteorologisk institutt og NRK for 6 months I must say they are much better.

It is possible to find most spots by searching on their site and of course you can get the weather in English.

The animations are good and you can get a good long term forecast.

I like PassageWeather for the best overall resource on wind. NOAA Operational Forecast System (OFS) also has wind, tide, and current forecasts for a few specific bodies of water within US waters. You can connect to forecasts for each of the Great Lakes, the Chesapeake, Galveston Bay, and St. John's River. There is a New York/New Jersey operational area, but for some reason, they don't do wind. The current information is very useful though. Try CBOFS for the Chesapeake, GBOFS for Galveston Bay or LMOFS for Lake Michigan.
