I called around and found a couple of options;

Cheapest deal might be Sanitary Restaurant(great name) in Morehead City.
Overnight is $1 a foot but if you have dinner it is a $25 flat fee. No reservations taken but as of 1030 they had room. (Editing this to say that I just called back and they don't have power)No fuel but a couple of hundred feet away is Gulf Dock and diesel is $3.38 if I heard right. (Gulf Dock might let you stay the night at the fuel dock if you come in later, call them)
Another option is Gallant channel, Beaufort. About a 20 minute walk into town. That is also $1 a foot (power included)There is fuel nearby at Town Creek marina for $3.37. (Town Creek marina said that they are full).

Sanitary Restaurant is a good tie up. Used to be free. Food is usual fried seafood. Better restaurants a short walk away. Good oysters.

You don't really want to be on the water in gale conditions. White oak creek in swansboro has a scoured bottom and poor holding with old school anchors. Beaufort is a cooler place to hang out for a blow anyway.

You could continue to travel in a storm on the ICW, but I wouldn't anchor in there unless I kept an anchor watch out all night.

If you anchor in a narrow part, some heavy freighter could come by, not see you at night and scrape the paint on the outside of your boat. But, if he hooks your rigging you could be dismasted.

There is a chance he could hook your anchor line, in which case, you would be towed all the way to Miami before he comes to a stop.

This would get you to Tampa on time and save you some fuel, but may not be the sailing experience you expected.

Be careful and sail safe,

Cant i just follow the icw under the bridge to the turning basin, then head west?

Yes just go under the bridge, turn right and then enter Moorehead City basin, another right.

Where u at? I'm driving by the Sanitary Restaurant in 5 minutes and will look to see if the dock is still empty.

The 150' dock at Sanitary is empty.
Diesel is at Gulf Dock a hundred yards past the restaurant .
