The Whole Story of Crime Against Cruisers

Just read (caribbean safety and security net )
Throughout the accounts are mentions of the marina officals , business people around the marina and goverment officials not wanting the victims to mention the crimes to anyone especally on line. Also police not wanting to give any documentation of the crime having been commited on the victims. And the victims themselvs not wanting to report the crime to anyone fearing retribution from the criminals, marina officals or the police.(who in many of these countries facilitate if not participate in the crime) They just warn other cruisers via VHF.

Is this greatly reducing the understanting of the problem of crime against cruisers? Is this enabiling more crime against cruisers because they do not know of the threat and have not taken the precautions they would have if they had known? We know here that many cruisers think there is no problem, is that because they are not finding out what is happening around them since reporting is so discouraged?
