Public hospitals seem to get a lot of non emergencies that suddenly become emergencies....

Yup. You are correct on that one. Bleeding heart physicians are to blame. They tend to weedle around regulations to get medical care to someone who needs it but may not be an "emergency". Medical schools should weed out such types. Not good for cost controls.
