Sailing in Hawaii

I have not found much infrastructure when it comes to ASA schools or bareboat charters
in the islands. Does anyone know why Hawaii is
so far behind as a center for sailing?

If you were to type "hawaii" into the search box, you would have found:

What's the deal with Hawaii?

and many other things besides.
