Might want to ck Novamar. They handle GEICO and are cruisers/sailors. I use Craig Chamberlain there. (Disclosure - he is a friend but stayed with Pantaenius for years until they got more expensive)

I know it won't help you, OP, but for Canadians in the same situation, Pacific-Marine (PMU-express) offers exactly what you are requesting. Mostly Liability insurance with no survey. Intended for older boats of little value. One phone call, a few question, a credit card, and they email a pdf of your proof of coverage. I've never had a claim, but it seems legit.
