I'd like to thank everyone for their input.

I have decided to take the strip off completely. With my many attempts to glue it back on, there is enough gunk on the dingy now to form it's own rubbing strip! Although it looks a bit unsightly it's solved the problem. Anyway: Far less likely for my dingy to be stolen now!
