any info on how to start this race?

You mean that you want to organize such a race?

Might be difficult since it isn't like the embargo and travel restrictions have completely disappeared.

In general, big events are started by calling lots of people, finding sponsors, and, in this case, a starting and ending sponsoring marina.

Before placing those calls, however, it is a good idea to have a solid business plan prepared.

What would you call it?
How many participants do you expect?
What time of year would be ideal?
Will there be any routing restrictions?
How much is insurance going to cost for the organizers?
What kind of support team will be required?
How will you publicize it?
What kind of publicity will it garner?
What kind of boats?
Any crew requirements?
What legalities need to be tended to?
Most importantly: what is your theme song?

Slightly off topic, but...

Just read this weekend that there are folks starting to think about resurrecting the annual St. Petersburg to Havana race that was very popular during the first half of the 20th century, and last run in 1959. If they do, I'll definitely be looking for an opportunity to crew on one of the boats (if I don't have my own boat by then).
