The article mentions that the Philippine government had a rescue plan ready to go but they couldn't get a go ahead from Canada, because the Canadian government didn't think it'd be succesful, and the families could not agree.
That'd really a shame, as even a failed rescue mission would be preferable to just standing by and letting the criminals do as they will. I know that if I were kidnapped, I'd surely rather die in an explosion or gunshot wound in a failed rescue than be abandoned to be beheaded by some religious nutjobs. And even a failed rescue attempt would discourage further kidnappings more than simply not getting paid for it would, especially if you managed to kill at least a few of the psychos.

For those of us who choose to, we should be able to arm ourselves on the high seas, I agree that ports and sovereign state's laws should be respected, but something has to be done, this is ********...

Most troubling in that it appears that ASG is moving north looking for more targets of opportunity.

The Moro groups have been operating further north for quite some time. They kidnapped the first German couple a couple of years ago off of Palawan Island. They have also attacked at least one town and and at least one resort in Malaysia in the past.

President Duterte has been facing political opposition over his plan to form an international coalition (including China) to patrol Philippine waters and fight these Raiders.
I think this incident will help him to achieve more support

Correction - Was an American missionary couple (the Burnhams - check my spelling), in Honda Bay, just south of Puerta Princessa. That was an isolated incident, as was the attack in Samal, in the sense that they were both far from the ASG traditional southern haunts. Neither event was indicative of any "trend" to move north, but perhaps they were indicators that the ASG was bound to stray further from its traditional sphere of influence.
