Rate wasn't the right word, total number is right. The highest rates are smaller population countries with a population of pasty white european histories. Just by getting a sunburn can double your chances of skin cancer. I'm not saying the sun doesn't cause cancer, just I don't use sunscreen. I also don't get sunburns. I use clothing, canvas and build up a tan rather than a few "cooking" sessions. I am of italian heritage so I don't burn easy and can tan rather dark. So feel free to use whatever you wish.
