I know a guy who careened regularly and he never got caught... in a well populated harbor. Including applying bottom paint.

The trouble with southern climes for this work is that there is very slight tidal range. then you really do have to 'careen' - clear out all ballast and heave her down with block and tackle. Not recommended for macaroni rigged boats. Gaff masts could handle it but I would hesitate to try it. The old vessels which actually careened had no external ballast. tidal range on a northern beach works well - if you don't get caught.
