I remembered this today as i was going over things i have and do not need.
what is it?
its something i found many years ago, its sailboat related.

Some charts show an anchorage area and then a cable crossing. I think this is the anchor you use to hook the cable. Please don't try this.

My wild guess would be someone was hauling their own boat out of the water on a makeshift trailer or marine railroad, and this thing was used to attach it to the front of a tractor to provide the pulling power.

Sorry, not sure I understand. An open end where? Do you mean the hook at the top?

A hook with a catch or shackle would be more secure but I can't imagine the hook jumping off the rode with a heavy weight on it. This design seemed to work for whoever was using it....it has plenty of use. Perhaps with an open hook it is easier to pull it up on deck when retrieving it...you don't have to bend over and un-thread a shackle when hanging on to a heavy weight this way?

That is a lifting hook. the 2 loops allow you to boom up your boom and one is for load on your boat and the other is a tag line to shore or another boat so you can load heavy items carefully to shore or another boat. the open hook is what the load is attached to and the rings, one for a block and tackle and the other for a tag line. Used in the old days to load a ship with stores. If you are under 50 foot, I would toss it as it is not needed unless you have a hard dink you want to put in the water. Still used to move hay in big barns up high. kinda like pulling lobster traps if you get my drift. have a good one.
